- THE HOMOEOPATHIC FRATERNITY:
A one day conference on the Medical FAcilities in Bangalore City was held at Hotel Windsor Manor on 28th August 1994 by the Institute of Parliamentary Affairs, Gandhi Bhavan, Kumara Park East Bangalore.
The conference was inaugurated by Hon. Health Minister Dr. Malaka Reddy the complete Health services of Karnataka and Bangalore, the Directors of various autonomous institutions like KIDWAI, NIMHANS, MINTO, Bangalore Institute of Oncology, Jayadeva Institute of Cardiology etc. with eminent practitioners attending the conference.
The first session was presided by Dr. Narsimham, Homoeopathic Physician while the second session was presided by Dr. B.D. Patel., the former principal of Govt. Homoeopathic Medical College.
The following were the resolutions passed:
16) Introduction of a referral system of treatment.
17) Wherever possible the different systems of medicine should be used by mutual reference.
21) Inter referral system must be extended only to qualified doctors.
22) An autonomous Homoeopathic Institution at the state level should be established.
23) A standing advisory committee should be constituted involving all system of medicine with more non officials.
24) Quackery in all systems should be curbed.
7) Updating of medical knowledge for all doctors may be ensured.
All this could be possible due to the good offices of the Hon. Health Minister Dr. Malaka Reddy who is an ardent follower and a lover of Homoeopathic system of medicine.
- THE NEW AMENDMENT OF RULE 106A OF THE DRUGS AND COSMETICS ACT 1940 AND ITS IMPACT ON
HOMOEOPATHY:
The Govt. of India after consultation with Drug Tech. Advisory Board made the following rules further to amend the Drugs and Cosmetics Rules 1945, namely:-
- These rules may be called the Drugs and Cosmetics (1st Amendment) Rules 1994.
- They shall come into force four months from the date of their publication in the Official Gazette.
- In the Drugs and Cosmetics Rules 19 - 15 in Rule 106 A -1) In sub-rule a) after clause
(v) the proviso shall be substituted namely:
"Provided that in case that the total quantity of the pharmacopial Homoeopathic medicine in the container is 30 milliliters or less, it will not state the content of alcohol in the label."
2) After sub-rule e), the following rule shall be inserted, viz -106 B - Prohibition of quantity and percentage - No Homoeopathic

Medicine containing more than 12 percent alcohol v / v (ethyl alcohol) shall be packed and sold in packing or bottles of more than 30 milliliters except it may be sold to hospitals/ dispensaries in packings or bottles if not more than 100 milliliters.

RESOLUTION
After studying all the aspects of the above Govt. Notification which has come into force as law since 22nd June 1994 as per provisions thereof the general body meeting of the Experienced Homoeo Practitioners Association (EHMPA), 1987 under Reg. nos 127/ 87 held on 16/10/94 at 2:30 p.m. under the chairperson and president of the Association Dr. P.K. M. Pallathattu at Kannur Kerala the following resolution was passed unanimously -
It is resolved that -
- If the maximum package made available for dispensing to the public as well as to
practitioners through medical stores or distributors in 30 ml. and this quantity is not in
any circumstances enhanced to higher levels, then -
- Utmost care should be exercised to control the price in a most reasonable and fair limit in comparison with the then prevailing market price, when this rule is implemented and comes into force. The price after this amended rule or 30 ml. package, as per certain pharmaceutical companies price list, is more than double and triple of the existing market prices. The price hike is only due to this amended rule and nothing else.
- The meeting also requests the authorities to allow to dispense medicines either in dram liquid measurement or as medicated pills to avoid misuse and unnecessary excess purchase by the patients for their immediate use as per prescriptions. If the stores are not allowed to dispense in this way, the patients are compelled to buy more quantity if medicines are not in the available sealed package and this will ultimately affect Homoeopathy adversely and bad reputation will be the result in a short period as the excess use of homoeopathic drugs will not cure but invite complications.
- The enlactment of this new regulation in effect will create such a situation that only
big investors can conducted medical stores as the prices will go to unimaginable level and
much space will will be required for storage. So the medical stores will be concentrated
only in big towns and cities whereas the villages will be under privileged. Small traders
cannot sustain this situation and within a short period they will vanish from the scene.
Hence the ordinary people will suffer more on one hand and the profession will face
critical situation.
This situation should be studied and steps to be taken to overcome these grave problems. - The availability of the medicines should studied and steps to be taken to overcome these grave problems.
- The availability of the medicines should not be affected in any circumstances. In Homoeopathy there is no treatment as a course as in Allopathic system and as such 30 ml. package will infact be more than enough to give to the diseased condition. As such due to this rule, shortage of medicine will be common in the market. Moreover if the medicated pills or powders are marketed either in aluminum foils or other ways to solve the problem the efficacy of the preparation will be in doubt. To overcome these and other problems explained earlier all situations afresh should thoroughly be evaluated by the authorities by sittings and discussions with Homoeopathic practitioners in different parts throughout the country for some times / on different occasions.
- This meeting also expressed grave concern for the safeguarding the interest of the common poor people, the underprivileged sections of the society to get the most treatment in future also as they had in the past. Homoeopathy provides the least expensive treatment in comparison with all other known medical systems in the world.
- Moreover Homoeopathy provides treatment for animals and plants at large and there the medicines are required in bulk quantities. For example medicines like - Merc-cor, Merc-sol, Ars-alb, Phyto, Thuja, Sulphur. Even Allopathic veterinary doctors prescribe these drugs due to their harmlessness and effective results. Due to this new regulation the villagers whose economy depends on agriculture and animal husbandry will find hardships and the outcome will be National Disaster.
- The amendment is silent on the existing stock of the medicines with stores worth lakhs of rupees. They are not possible to sell it and clear them to the required level of 30 ml. as the commodity is purely medicinal and not ordinarily consumable items. It will take a long time to exhaust these stocks depending on the area and demand of the locality. Hence this amendment will turn into a Democless sword with the enforcement authorities in the absence of a well defined policy.
- Last but not the least the general body of its Association vehemently request the
authorities to maintain the status quo by -
- The alcohol content maintained should be in accordance to the pharmacopoeia level while
preparing the potencies and mother tinctures and should be mentioned in the appropriate
place on the bottle of the package. If it is not insisted the manufacturer is at liberty
to adulterate and the quality of the medicine will not be maintained. If the quality of
the medicine is not maintained and is inferior, treatment is impossible. Pure alcoholic
presence in the required percentage is a necessity to keep the medicines potentiality and
integration. Moreover, further medication in smaller units by sugar globules or sugar of
milk powders will become impossible. As such there should be stricter direction to mention
the percentage of the alcoholic presence in each and every container as before, whether
they are packed in 30 ml. or in any other quantity. Periodical checking in the
pharmaceutical companies should be conducted for strict observation of this basic
necessity.
Finally this meeting once again requests the authorities to find out ways and means to solve the insecurity now prevailing in the homoeopathic scene due to the enforcement of this new rule.

3. FR. MULLERS HOMOEOPATHIC MEDICAL COLLEGE,
MANGALORE - DECENNIAL CELEBRATIONS
Guided by the spirit of the Rev. Fr. Muller, the pioneer of Homoeopathy in Southern India, an institution of quality Homoeopathic education practice and research was established in the year 1985 called Fr. Mullers Homoeopathic Medical College.
